A “digital switchover” for free-to-air TV is targeted for 2018, but is challenged with the inadequacy of the current broadcasting law to legalise the multiplexing system for free-to-air TV stations. The findings identify dissent between Kominfo and KPI-DPR in revisions of the Broadcasting Law, particularly the provision of KPI’s role in broadcasting policy-making and also the provision of digitalisation in broadcasting. It uses a new institutionalist approach, based on interviews with six senior officials of Kominfo (the executive), the DPR (the legislative), and two independent regulatory bodies BRTI and KPI. This qualitative study seeks to understand how and what way broadcasting and telecommunication governance in Indonesia is shifting toward media convergence. Indonesia’s 2002 Broadcasting Law and 1996 Telecommunication Law are insufficient to regulate the changing business models and technical capabilities that are enabling media convergence. This study will contribute toward the study of telecommunications policy and also domestic politics in relation to internationalization pressures, as well as the study of Southeast Asian region. This dissertation explains how Indonesian post-1998 governments treat telecommunications sector and reviews the possible causes of the imbalance in policy between utilization of telecommunications technology and technological development. This paper will attempt to investigate this assumption by doing content analysis of national legislations between 1999-2008, conducting document analysis of telecommunications-related regulations, and semi-structured interviews with relevant sources. However, they have been less concerned with technological development. Since 1998 Movement that toppled the New Order regime, different Indonesian administrations have invested a lot in utilizing telecommunications. While most countries compete for utilizing telecommunications technologies for their economic, political, defense, science, and other strategic purposes, only few of them are aware of the necessity to develop their own technological capabilities rather than importing them. The significance of telecommunications sector depends on, at least, two aspects: its effective utilization and its technological development.
